| TPSO publishes uninterrupted monthly index levels for both Sugar products (11700) and Sugar and confectionery (11710) throughout 2023, but every published month-on-month and year-on-year field for those two nodes is null for January through December 2023. The rate fields are populated through December 2022 and resume in January 2024. The raw bulk response and offline replay agree, so this is a source-published omission rather than a collection gap. Living Inflation Data does not derive values to fill a published series. | ||||||

| Real administered-price changes, not rebasing or bad cells. TPSO's April 2020 CPI release attributes the fall in electricity and water prices to government COVID-19 relief. The Energy Regulatory Commission records free electricity, a three-percent tariff cut and residential bill relief from March through June 2020. TPSO's February 2021 English release again attributes the shelter-index fall to electricity and water-bill relief effective February through March, and TPSO's April 2021 release attributes the rebound to those measures ending. That start/end pattern is why the index returns; the source's published monthly rates move with it, and the national headline changes by much less after basket dilution. | ||||||
