The immutable 20260910 TurkStat TT09 snapshot publishes the comparison index as the literal string 0.001001. Its six-decimal rounding interval is [0.0010005,0.0010015]. All five gas-rate cells differing by more than 1 percentage point from rounded index ratios fall inside the numerator/denominator rounding bounds (index half-unit 0.0000005, rate half-unit 0.005). For October 2023 the bound is [643710.9336,644354.5227]% and the published MoM is 643827.37%; for August 2024 the bound is [8134439.3410,8142569.9150]% and published YoY is 8135825.42%. Raw TT02 rates and TT09 index values match stored observations; the absolute-one-point QA threshold mistakes denominator rounding amplification for an inconsistency. This ruling is limited to these rate cells, not gas index outliers, other categories, or later periods. No values are changed.
